    Canada Federal Skilled Worker Program

In 1967, Canada established the Federal Skilled Worker Program (FSWP) to select immigrants from all over the world. Before the implementation of the FSWP, Canada selected skilled worker immigrants based on individual immigration officers’ discretion in determining whether a candidate could integrate into the Canadian labour market.

Because the Canadian government recognised that the old approach was flawed, it implemented the world’s first points system to select immigrants. Canada would no longer use subjective criteria. Instead, it decided to use objective criteria to evaluate all candidates in the same way: age, education, language skills, work experience, occupation, and other factors.
